Dubai: Driving licences for new drivers could soon become valid for one year only instead of the current 10 years according to a new study.

Dubai Police's Traffic Department and the Licensing Agency at the Roads and Transport Authority (RTA) are studying the possibility of implementing the system of "probation driving licence" for new drivers.

Ahmad Bahrouzian, CEO of the agency, said the licensing agency has prepared this proposal. The aim is to qualify safe drivers, change the driving culture and reduce the number of accidents, as many of them are caused by new drivers.

He said the proposal has been sent to Dubai Police and the Interior Ministry for review and feedback.


According to the proposal, new drivers will receive driving licences valid for one year. The licence will be renewed every year for three years during which the behaviour and driving attitudes of the drivers will be monitored. After three years, the drivers will be given the driving licences valid for 10 years.

Yes, it's good move from the RTA to introduce this new system. It will definitely help the people to be cautious when they drive on road after receiving the new licence.

If RTA is implementing this Rule, then it should be applicable for all license holders as well. I don't think the Traffic incidents are happening only because of new license holders. Any Rule should be applied for everyone then there will be a logic in implementing this.

It is unfair for the drivers, besides they enroll in a driving school just to get a drivers license, in fact some of them already knows how to drive, the problem exist in a driver whether he or she is a reckless driver or not.

I think it could not probably solve the problem as the main thing should be that the new drivers are trained properly in a good manner.

Accidents are caused due to negligence, not lack of skill. New drivers are always more vigilant than older. Old drivers are normally less careful, drive fast and over confident.

Why there is laws for new drivers only. I have seen so many violent driving on the road by senior drivers. Why there is not any check on them. If they are implementing a law for new drivers then there should be some check on the old drivers as well.

Mostly new drivers are driving very cautiously than the experienced drivers. Frequently the experienced drivers not obeying the traffic rules which causes the accidents. The drivers whether new or old should obey the traffic rules.

New drivers are more careful than the professional one.The logic behind it is they are getting licence after more than 5 or 6 road test.

Not only new drivers but experienced drivers also make accidents by over confidence/negiligence and over taking and line changing.

It is a wonderful idea, there is no doubt that new drivers are the majority who causes accidents. I am sure it will improve the quality of driving because they will drive safe having in mind that they may face the consequences.

What I have observed that old drivers are more careless than the new ones. most of them never obey the traffic rules. New drivers are making accidents only due to unawareness of roads.
