The Dubai Government Excellence Programme once again brings to light those who have excelled in their respective fields of work.
The importance of such a practice stems from the fact that in order for public institutions to excel, the staff working in them has to be encouraged, nurtured and enabled to give their best. But beyond the ceremonials, it is important to look at which role governmental institutions are to play to serve a changing city.
Crown Prince of Dubai Shaikh Hamdan Bin Mohammad Bin Rashid Al Maktoum has rightly stated in his opening statement: "The government is not a power over the people, but it is a power to serve the people... Government departments are not offices for routine, complacency and laziness but fields for creativity."
Hence, any measurement of excellence should be considered by how far an institution has been able to be of help and service to the people.
