Berlin: Foreign ministers of the world's super powers are meeting on Tuesday to agree on sanctions against Iran in efforts to curb its disputed nuclear programme.
Ahead of the UN Security Council meeting in Berlin, diplomats played down prospects for a third sanctions resolution to punish Iran for continuing to enrich uranium.
The West is accusing Iran of secretly building nuclear weapons, a charge that Iran denies.
Russia and China oppose tougher sanctions, while the United States endorses it. The three will be meeting with Britain, France and Germany to agree on a resolution.
"Ultimately it will depend on what Russia and China want," said a senior European diplomat.
"They agree in principle that we need some kind of resolution. That's a start. But there will be haggling over what to include," he said.
